There are now literally hundreds of free VOIP softphones or VOIP providers giving away free calls offers. Some of them give PC to PC (pretty standard) and some offer (Pc to Phone). However not many give you aflexibility to use a free incoming number.
Today, I will list down some services which offer a FREE incoming Phone number for you, of course its available in some countries, but can be used from anywhere. For e.g if you get a free US incoming number, people can call you on that number even if you are other country

MatchDigits- This service provides a free anonymous number for online dating, but am sure we can use it for other purposes.
Globe7- Globe 7 offers free VOIP service and free incoming number in USA. Its a ad-based free calling service.
IPKall- This service offer a free geographic number in Washington.

Like the conventional telephone, Free voip is simply another kind of telephone but more advanced. Unlike regular telephones, VoIP offers cheaper long distance calls, and free features that will usually cost a lot of money in conventional telephones.
